South Saint Paul Commonly Required Repairs

The City of South St. Paul implemented a Time-of-Sale Housing Inspection Program effective January 1, 1996, and revised effective June 1, 2008. This program is intended to enhance the supply of safe housing and to prevent the deterioration of the overall housing in the City.

When a homeowner is preparing to sell their property they must have a Time-of-Sale evaluation report on site when showing the property. This includes single family, two-family, and multiple-family dwellings located within the City.

Backflow preventers are required at exterior spigots and laundry tub faucets with threads
Handheld showers are not allowed if they can hang into tub.
Carbon monoxide detectors are required within 10’ of every sleeping room.
Extension cords to permanently installed appliances are not allowed. (garage door openers, sump pumps, ranges, etc)
Water meter jumper or ground to street side of meter is required.
Outlets, switches and junction boxes must have covers. .
Anti siphon ball-cocks are required in all toilets.
Unprotected Rigid Foam insulation must be removed or covered.
Floor drain clean out must be properly plugged.
Open or leaking drain, waste or vent piping is not allowed.
Sump pumps must drain to exterior.
Water heater and furnace vents must have required clearances to combustibles
Freestanding space heaters are not allowed in bedrooms
Gas appliances must have an operable gas shutoff valve.
Flexible gas appliance connectors must be stainless steel and AGA approved. Typically they are silver or yellow. Brass or gray colored connectors are typically not approved.
Water meter bonding jumper or ground to street side of meter is required.
GFCI outlets must function properly.
Non-grounded 3 prong outlets must be corrected.
Leaking fixtures or piping is not allowed.
Outlets within 8’ vertically or 5’ horizontally in a bathroom or kitchen must be GFCI protected.
Bathroom exhaust fans must vent directly to exterior
Double cylinder deadbolts are not allowed (need key to operate from inside and outside)
Approved fire rated door and fire rated wall (typically sheetrock) are required between house and attached garage..
Unlisted heating appliances are not allowed
Abandoned fuel tanks must be removed or professionally abandoned.
Unsanitary conditions, excessive garbage, animal waste and vermin are not allowed
